Health insurance

As you embark on your international assignment, it is crucial to ensure adequate protection for your health.

If you are a European national (including Iceland, Liechtenstein, Norway and Switzerland), you can travel to Italy with your European Health Insurance Card, EHIC (in Italian “Tessera Europea Assistenza Malattia”, TEAM).

The EHIC allows you to:

  • Receive urgent or necessary medical treatments that cannot be postponed until returning to your home country;
  • Access the local public healthcare system under the same conditions and costs as Italian nationals.

The EHIC does not allow you to:

  • Receive planned medical treatments;
  • Cover healthcare in private facilities.

Please note that EHIC is not an alternative to travel insurance: it does not cover any costs such as a return flight to your home country.

For more information on how to use your EHIC, we recommend you visit the European Health Insurance Card website and read the guidelines carefully before departing from your country of residence.

If you are a Non-EU national, you need to subscribe to a Health Insurance policy for the entire duration of your stay in Italy. Please note that this is compulsory in order to obtain a residence permit, that will last as long as your health insurance.

You have two options:

  1. Get private insurance: you can purchase private insurance before leaving your country or once in Italy. We recommend familiarising yourself with the specifics of an international health insurance policy, noting coverage limits, inclusions and any exclusions. Check if your insurance policy encompasses coverage for medical emergencies, including hospitalisation, emergency surgeries and urgent medical treatments.
  2. Register with the Italian National Health Service (“SSN”) to get the Health Card (“Tessera Sanitaria”) and rely on public healthcare as if you were Italian. The SSN will give you access to a general practitioner and reduced prices for medical examinations and treatments.

 

REGISTRATION WITH SSN

The registration runs from January to December, therefore it must be renewed in January of the following year.

Registration provides the right to healthcare assistance only within Italian territory and does not include the issuance of the EHIC card, which is the health card used throughout Europe by European nationals. 

The fee for SSN registration is 700 euros per year only for students. For all other categories, the fee is calculated based on the income earned in Italy and abroad in the previous year, with a minimum amount of 2.000 euros per year. To register with the SSN, applicants must pay the "F24 Ordinario" form at the Post Office, entering the following information in the "Sezione regioni" section:

  • Codice regione: 10
  • Codice tributo: 8846
  • Anno di riferimento: 2025 (if you are registering from January to December 2025)
  • Saldo (E-F): 700,00 (only for students) or the amount required for all other categories

Once you have obtained the payment receipt, you can apply for the residence permit. After submitting the residence permit application, you must book an appointment at ASST Pavia (Viale Indipendenza 3, Pavia) in order to finalise your registration and be assigned a doctor.

The necessary documents for the application are:

  • Passport
  • Tax code
  • Receipt of the residence permit application (or residence permit + receipt, in case of renewal)
  • Receipt of payment for registration in the National Health Service ("SSN")
  • Self-certification of accommodation (the form is available directly at the ASST)
  • Proof of attendance at the University (only for students)
